I believe in England it says, washers will be checked where they MAY be fitted to vehicle, if not fitted benefit of the doubt will be given.

Something to that effect, basically saying if they are fitted they will be checked, if not they won't
 
If they are fitted to a vehicle then they must be checked and work, but hids must have self levelling and a cleaning devide of some sort

The next most hated person on construction projects....Project Manager and Chartered Surveyor. Also a qualified football coach and manage a team of young uns.
