Headlight adjustment help

After having a new bumper fitted care of a fox I hit on the Edinburgh bypass, the headlight aim is useless since they have been refitted. Its obvious looking under the bonnet, that each light has two adjusting white screws. My question is, looking from above, for each headlight which adjusts the beam vertically and which horizontally. I need to raise them up, as on dipped beam it is truely awful. (The dash adjustment switch is set fully up).
 
The one near the wing (outside one) is for the horizontal alignment

and the inside one is the vertical one.

But iirc, you have to rotate both of them for vertical alignement.

I think it would be better to get it done at a local MOT

BTW, did they refit the lights properly?
