Steering wheel power steering not working

My steering wheel is so stiff and hard to turn, it is not locked but is very very hard to turn, a beeping noise came on and the steering wheel light came up on the dash.

I think that I may need to get a new steering wheel angle sensor, does anyone know what the problem is? And how I can fix it

Perth Australia, Yes well my battery was starting to die and failing to turn over so I got a new battery and it starts good now but still same problem with the power steering.

How do I fix the power going into the steering rack?
