Bit odd that!
Have a look at the overhead road sign at 38 seconds. That looks like some sort of a warning. Maybe there was a spillage on the road, in which case this guy was going too fast considering there was a warning. If not, then

Does seem odd, looks like a diesel slip, he his knocking on though....You have to ask, "why was he filming"?
