Why is Euopean car use higher CCA(crank power) than Japanese cars?

Hi folks, I was looking up for new batteries for my S3. I looked up VARTA batteries and other brands. For some reason I found most Euopean cars required higher CCA(cold crank amps) to start up they car as compared to Japanese cars. Can some one tell me WHY???? cold weather in Europe???
