Sounds like a jet engine on startup

Every now and then when starting the car it sound's like a jet engine, only happens on first start up or when it's been left to cool down for a long time.
I've tried to find videos online about it and seem to blame the SAI pump but it just doesn't sound the same.
Could it just be the fans on the radiator?
