Anyone know what these are?

Spotted these at the side of the road on the A695 in Cumbria today, any ideas whether they are speed cameras? Not seen anything like it before.

Are they not aerials/ boosters for some sort of sat nav .

Looks like a temporary installation. Are there more of them on the road? I wonder if it might be part of an average speed camera system? They are usually painted yellow.
