All units fitted during the recall were modified 'recon' units, they never produced any brand new versions. And with the amount of units removed during the recall, they could simply refurb & modify the returned units at the same time.
Refurbed doesn't mean 2nd hand, theses are very specialised pieces of equipment, and any piece returned to service will have to meet the same (if not more stringent) specifications of a newly manufactured unit.
