Towing a 1.8t Quattro?

It's got a manual 6 speed gearbox in it as far as I know.

Is it safe to tow with all 4 wheels on the ground or does it need a flat bed?

The general consensus is flat bed it.

Some say it's okay to tow, as long as the distance is less than 30 miles, and the tow is no faster than 30mph. Some say under no circumstance, should a quattro be towed.

Personally, I have towed quattro models over longer distances, and at faster speeds with no ill effects. However, this is a decision you'd have to make for yourself. I have no idea which model year your car is, but I know some 6-speed 01E gearboxes have an oil pump, which will not be driven if the engine isn't running...

...Something to be aware of.
