Temp issue

A4 20 tdi 136 bhp, this may have been mentioned before somewhere on here but the weather was very cold over the weekend the temperature needle on the temp gauge was slow to raise and sat between cold and 90,it eventually read 90 but is this a know issue with the a4

I have half my radiator blanked off by sliding a rectangle of lino in between the radiator and aircon matrix. Dead easy to do and can be left in all year round in UK.
The B8 panel is held on with screws so its easy, the B8.5 has clips which the middles drop out so I swapped them for mushroom insert clips

It seems to me there is a part that would need to be replaced for the cooling system to work properly, there is a link above which you can read and has a few interesting ideas.
