2.0 cr tdi won't start after f/f replacement

Afternoon all!
As above I've changed the fuel filter, emptied the canister out (which was totally clean) refilled the canister back up with fresh diesel, also purged both fuel pumps at least 6 times.
The car refuses to start, there are no fault codes logged either. One thing I did notice in the real time data was the specified value for the rail pressure is 248bar, but the actual value fluctuates between 0 and 8.0 bar.
Any help will be much appreciated as I'm at my witts end.

Have you primed filter with vcds?

Yes I have primed both pumps several times both with vcds and manually but she still won't fire

In all my years of working on cars I've never had to use an eze bleed kit or anything like it.. what vacuum pump would people recommend to try and draw fuel through the return?? I've been to halfrauds and they only have the one that pushes the fluid through the filler neck
