I've used Jenolite rust treatment gel before, but it really needs to be sanded first. Part of the difficulty at this time of year is dry weather and heat. If you have access to a garage, then that's half the battle.
You paint the Jenolite on and leave it for half an hour. Wipe of and clean with methylated spirit. You can use a paint preparation wipe to ensure its degreased. The touch up paint should get you through the winter, then deal with it properly with acid etch primer, top coat and lacquer (assuming it's metallic).
