Although the pipework doesn't hold that much, the 4 calipers and the reseviour do, I am pretty sure you'll need more to replace the fluid and inorder to fully flush the system you'll definately need more, You should be fine with 2litres. It should also do the clutch, which is worth doing at the same time.
You'll struggle to get it done with a litre, buy a second one and ensure that it's done right. It's not that expensive and you might as well do it right.
