Weird external temperature reading

If I let the car idle and remain stationery for extended periods of time my external temperature readings go very high, then once moving it takes ages for it to go down again.

Is this normal ?
 
The sensor is located in front of the engine, when car is stationary heat is spreading all around the engine bay (including sensor). After short driving outside air flows through the sensor and it begins to show correct temp, it's programmed that way not to change temps very rapidly. I have this effect too, but only by a few degrees. Check your sensor for correct fit, maybe try relocating it in better flown place further away from engine.
