Secondary air pump removal Mk 1 TT2005

I have fault code 411 show up and pointing to a secondary air pump failure, visually the rivets which retain the 2 sections have rusted allowing air to escape. Apparently to chang the pump you need to remove the retaining bracket 2 lower cap bolts and loosen the top one. I think myself pretty useful on most aspects, however this bolt is very challenging. I am considering purchasing a second hand bracket and sacrifising my own then using the second bracket, or alternativly removing the power steering pump. Has anyone got the solution to accessing the top allen bolt ?
