hey, should the rns-e fan run on after shutting off. it sounds like a hard drive when i turn it off

yes, it carries on untill the car shuts down and goes into sleep mode (when your red warning/hazard triangle goes out ) then becomes active again once you unlock the car.
however if you have retro fitted the rns-e there is a chance that your quadlock is wired wrong therefore never shutting down.
test it by locking yourself in your car.

I've hear it once of twice (v low ambient noise)... think it's just dispelling the last of the heat.

I assume you can confirm the shutting down, by when you use the car after a long period of time, it is on the start up screen?

good point blacky ! also by ejecting your nav disc as soon as you get in after a long rest period, ie: overnight, and see if the disc is warm. if it is then you know its staying on
