Mirror heating voltage too low?

My drivers side mirror heating is not working properly. I took out the original glass and checked with a multimeter and saw it was open circuit, so ordered a replacement. The mirror heating is still not working properly with the replacement glass, so I took it out again and checked the voltage on the wires with a multimeter. Weirdly the voltage is only about 5v when switched on... shouldn't this be 12v?

Any ideas why this might be? I would have expected it to either be 12v if working properly or 0v if a wire was broken somewhere. But 5v is just weird. What could cause this?
 
Compare voltage with other side, it's not a constant voltage, it pulses on & off.
