Engine Coolant Temp

So today I took the car out for a good run to try and figure out what's going on with my coolant temp gauge. I plugged in the OBDEleven and set off, temperature slowly increased. What seemed to be happening is at low speed / town driving the temperature was hitting 90 degrees as expected and sitting between 85-90. When I picked up speed, 40mph+, the temps started to drop. This was apparent on both the dial on the dashboard and the OBDEleven reader.

Initially, when I noticed it wasn't get up to temp properly, I assumed a faulty thermostat and was about to buy one, but now I'm confused. Given at low speed, stop start traffic, it was hitting 90 degrees and clearly then cooling itself to avoid going above that...is it still likely to be a thermostat issue? Does anyone have any ideas what could be causing this?

Are the fans running all the time as the fan packs have known to have issues, coolant sender's are common & cheap to try, stat could be as above, variety of things to check.
