EGR Valve

Hi Guys,

I'm new to this forum and I'm looking for some advice. My car has been having some issues. Limp mode and EML.

I removed to EGR valve to clean it as i've read that i can build up with soot. I have done this but I did notice that the valve itself was not fully closed. Does anyone know if this is normal?

Photo below. As you can see the valve is slightly open. Can anyone confirm the default position of this valve? I'm thinking its probably faulty.
My engine is a 2.0 TDI 140 by the way.
