I had H&R on my Scirocco and they were excellent . My friend had Eibachs on his and the ride and handling was better with the H&R.

The common rails are good engines. But they are pricey and you will be looking at 09 - onwards for a CR.
The 1.9s are also good but I believe they came in BLS and BXE code in the A3 - BLS has DPF and BXE can suffer from rod issue.

You can retrofit Xenons using simply the 10-12 pin adaptor.
If you want the shutter to work you need to run a wire to the CCM, not a hard job really and lots of info on line :)
VCDS is required for Xenon coding to stop flickering :)
