Can incorrect timing/torsion value cause over boost spikes?

As above.. Long story cut short Short..
Took my 2006 pd140sport for a map and egr delete and they told me was spiking boost very high. So I had a refurb turbo fitted. Went back to get map sorted and they reckon it's stil spiking almost 2 bar (less than before) but should be about 1.5
Only explanation they gave me was timing is -2.5 torsion value he told me to get timing done and go back a third time to get map fine tuned. Issue is the place I've now gone to twice is over 2hrs drive 100 miles away!! What was supposed be a reasonable remap price has now cost me a new turbo, 250 fitting costs and 400 miles of diesel..so not impressed :(

guy who was doing remapping could have spent 10 minutes adjusting the timing for you , its pretty easy to do with a 13mm and 18mm spanners and vcds .
spiking could be the actuator is the wrong length
 
Torsion value has zero effect on boost or spiking, sounds like the mapper doesn't know what he's talking about!

Sorry Only just seen replies. He reckoned it would take an hr or so to adjust the torsion value. I'm handy with a spanner but don't have the locking tools or a genuine vcds cable to check it :(
The actuator rod was adjusted before the new turbo went on as he said would be easier to up boost rather than loose it. I'm going back in a couple weeks.. But I get the impression he's going be Arsey with me about it... Not impressed considering how much I've paid them and had a shocking service :(
