If you can feel them with your fingernail they won't buff out. It seems as if he has accepted fault by attempting to rectify it. Still I imagine you'd need to be able to prove the damage wasn't there before

Turbo will whine or whistle if it's about to go (mine went at about 60k), not just sound like suction. If it's stuttering then something is up, maybe needs cleaning?
