Shaking steering wheel when braking

Hello,

I own an Audi A3 8L 1997. When I go over bumps in the road the steering feels loose and when braking the steering wheel shakes, surely this is due to a worn wheel bearing?

Wheels are balanced, right front wheel has a new drive shaft.

Is there a rumbling sound when the car is in motion? and does the vibration come through the brake pedal also when braking?

I had this problem on my S3, and it turned out to be knackered lower arm bushes.
 
Brake pads and disks are relatively new so I'm sure it isn't because of warped brake disks.

Jacked the car up and one wheel does, ever so slightly, move back and forth. Could the shaking under breaking be the cause of only one wheel bearing that is loose?
