If you mean it can be awkward to see the oil on the dipstick then I absolutely agree!I find the dipstick quite poor to get an accurate reading most times I check.
That's around 1 litre in 4000 miles on a fully loosened up engine..........doesn't sound normal to me.About 4k, it was full last time I checked and last night there was minimal oil on the dipstick... Could just be normal
By "seating the valves" I assume you mean "bedding in the piston rings".I never have had to top mine up in annual servicing...lowest it has ever got on the dipstick is 2- 3 mm below full and that was in the first year. One probable reason is seating the valves when brand new with full application of the throttle in second gear from 1,500 rpm to 6,ooo rpm and letting it run down to idle 3 times with the engine oil temperature at 100C. Still check level about every 3 weeks on a cold engine, even with this lack of consumption. Yearly mileage 10K
Never had to top mine up. Never seems to move on the dipstick either, sits in the middle. It gets changed once a year and it's low mileage though.
...still got the free 1L oil top-up in the boot from day one Does it go 'off'' ? Should probably check I guess.

Mine dropped from full to 1/3 on the dipstick in 9000 miles between services.
Always check the oil level (cold) after anyone else services your engine.
I think manufacturers state 5 years on unopened bottles.
