Paint help/advice

Hello everyone the clear coat on my cars Bonnet and front wings has been peeling for a while. I was just after some advice on what I can do on a budget? Can I just rub back the clear coat with some light grit wet and dry then rattle can some new clear coat?

Orr... If I manage to get all the clear coat off can I leave the car with he base colour so it would just be Matte black. Or would the paint eventually go bad? I wouldent mind having the front end matte.

Any help would be appreciated
