stock 1.8t exhaust diameter

Hopefully an easy one for someone. The oe exhaust is I understand 2.25" or 57mm, but is this when measured as inside or outside diameter? Getting a reducer made up for a larger down pipe - I believe it maybe OD but would appreciate if anyone knows.

What car? I assume A3? most sizes are OD not ID
