Nah, I think it was somewhere else. It was mentioned on a TV programme the other day and was caused by a combination of very rough seas and very cold weather.
It happened near a coast and waves were hitting the shore sending up sprays of water, then because of the extremely cold temperatures the spray from the sea was freezing as soon as it landed on anything.
