Tailgate lock and opening button panel

I have a 2000 Avant quattro which has developed a bit of rust next to one of the electric opening buttons on the tailgate.
The little panel effected (which houses the boot lock and opening buttons) looks like it is separate from the rest of the boot, and might be a stand alone part.

Does anyone know if this panel (just above the rear number plate) comes off, and can be replaced without having to change the whole boot lid?

yeah it comes off,2 nuts and 2 bolts plus a couple of wiring plugs.

Thanks Tony- thought it did, just didn't want to start playing around with it only to find out that it's all one piece!

I sandblasted mine back to bare alloy,then repainted it,then found an avant one won't fit a saloon lol

its got a couple of chips from lying around in the garage,and I've lost the number plate lights.

Ok, not best laying it on the pavement but I was gentle and there was no marks.
