Pretty sure it's 059919501A (green one).

added: I think 078919501C is the old part number (black one) and the green one is less fault prone.

If your temp is running low, then it could be stat caused too

Thats right. Price is £31.63 plus vat from VW/Audi

Just one sensor right of the block. Pretty visible, the black sensor is the original one that usually fails and causes problems, the green is the updated one. Yours being a '99 I guess it has the older black one if it has not been changed before.
