Where does this attach to

Distance pic would help tbh, but which part are you referring too as that's just a plastic holder clip for hose or looms.

The metal part just thought it would attach to something there's a wire bolted to it

Are you changing the intake as maybe bolts to that silver bolt directly behind it.

I've had that intake on for a while ive only just noticed it was looking for my colent temp sensor and spotted it

Scrap that, it's not the bolt above because that's a cover for something else, so did the old intake have a fixing on it, you need to look at your old one to see if it had some thread on it in order to fit that bracket or look around there for a fixing, sometimes the hole in that bracket would be used to push a black plastic fixing into like a black plastic spreader threaded bolt whatever you want to call it, so it may be that the bracket was just held there with the tension of the fixings to it but given the thickness of bracket I would say to look for a threaded hole in the area or as I said on the old intake.

No pal already looked theres nothing like that on it its baffeling me the main thing im worried about is why is there a wire attached to it must conect to something for an earth. Well id of thought it would

Maybe it fixed to the OEM intake pipe mate, sometimes they do that, check your old pipe.
