Wheel Lacquer coming off

This is the second time now this has happened to my wheels on my California.



The van is just over 3 years old and 2 of the wheels had this problem 18 months ago. I had a moan and they sent them off free of charge. When I clean them I only use snow foam and fall out remover so I doubt its that. Any reason why the finish is cr@p?

It's moisture getting under the lacquer, one tiny stone chip or pin ***** & the surface is open to moisture.
