What is this and where does it go?

Hi, all. when looking at replacing my DV on a 1.8T I noticed this pipe,

which I thought was bad enough untill I noticed that the jubilee clip doesnt seem to clip anything?

Shurely this isnt right, and what does it do and where does it go?

pipe goes down onto your turbo intake pipe if i remember right,i re-routed mine

that pipe goes to the actuator , if it is off the n75 valve

all looks perfectly normal too, it's just the wastegate feed from the N75.
