Not if you paint the whole rim, including the outer edge.

It looks smaller if only the inner section is done imo.

Theres someone on here with red centers on a silver car i think. I've seen the car a few times at Ace cafe, looks beautiful. Doesn't make the wheel look smaller either. Also, consider black chrome, or smoked chrome, its like anthracite but more shiny.
