Hey,

So bought a used second hand Audi TT from an authorized Audi dealership in Newcastle about a year ago. Car is a 2014 plate.

Anyway I noticed clear lacquer failure so took car into Audi garage to get it checked. They said the car had been re sprayed by an outside company and it was starting to fail. Now obviously the previous owner did this but should Audi have checked this before selling me the car?

I had no idea the car had been partly re painted and now it seems i may have to pay the price.

If it was not immediately obvious I wouldn't expect the dealer to have spotted it. Even if they were to go over cars with paint thickness meters the paint can be reworked at the factory so even on a brand new car you can get rework of the paint.
If you push it with the dealers you may get a contribution towards the cost of repair if they do the work.

the more important point to me would be why was it resprayed? was there an "incident" you weren't made aware of?
