Water in dipstick

Need advise asap just checked oil level and noticed the horrible white jelly **** down dipstick is this head gasket?

Check your filler cap and levels, loosing/gaining oil/water

Nothin on filler cap iv had to top my coolant up as it was low n topped oil up saturday

God knows pal new to these problems but water levels staying good and temp gauge is only at 90 no higher

is there any white smoke from the exhaust?
i may be wrong but a failed cooler should push oil into the water as it runs at higher pressure than the water system.
is the seal on the dipstik good?
