turbo stall above 3000rpm

got my car back after turbine replacement. the old turbo was seriously bad and switched off above 2000rpm. probably got bad vibrations. mechanic said vacum lines were also rotten and were replaced. air filter was replaced as well. new turbine seems working but not everything is ok. when i floored yesterday on a highway. turbo is kickig well 2000-3000 but suddenly loose power above 3000. feels bad. is that vacuum lines problem?
 
Speedometer working ok? I had a massive boost cut issue on a TDI at 3k and it turned out to be the speed sensor wire was broken inside, sensor was fine. speedo went funny "bouncing about syndrome"
May not help in this case.

my speedometer seems ok. does not bounce. showing 3% more than gps though.

GPS thing is normal. Smoke test it and see if you have any leaks first.

you mean using laptop to see errors? no. haven't got equipment. i got INSP red message on my dashboard sometimes.
