Throttle body question (2.0t) - should it close all the way?

I have a question - which is probably a daft one, but should the throttle body (2.0t) close all the way when the car is off? On my previous car (1.8t) I know it did close completely when the car was off so the butterfly was at 90 degrees to the housing.

I took off my throttle body to give it a clean and noted that it wasn't fully shut.

Is this normal?

The throttle body adaption via VCDS sets up the throttle body for idle when you reinstall it. It will be closed until its reconnected to the ECU.
