Tailgate hinge shims/spacers ???

Good morning could anybody shed some light on the purpose of the tailgate hinge shims/spacers as they are not present on all cars! Could not find much about these in my internet trawl they do have a part number but I have not seen them on audi.7.zap.com etc any information would be greatly appreciated

both my 8l's have them, think its there for adjusting/aligning the gapping between the top of the tailgate and the body
