Seatbelt reels slow to retract - Irritation, or is it a safety issue?

Both of my front seatbelts have suddenly become rather slow to retract when they are released. Is this a potential MOT-failure issue and, if it is, how much is it likely to cost to get fixed?
 
from memory its only a "failure" if they don't fully retract ,its been about 11 years since I was an MOT tester . Sorry but I don't know the costs of new belts .
 
Mine are a bit too, but I think its the cold weather affecting the inertia method. My rear load cover takes forever to retract when its cold!
 
hi all. ive found a good method of fixing these is to use furniture polish, spray over the belt and give it a good polish front and back, works very well! i normally use autosmart silicon spray, smells a bit nicer too! hope this can help you all.
