S3 Part Broken

Hi all,I had my rear wheel off on my S3 today and on inspection i noticed there is a black lever(arm) that is meant to be connected to a rod on the passenger side of the car,Can someone tell me what this is and what it's for as mine has been tie strapped to the rear arm of the car ????

without a picture, i'd guess its for the auto-levelling of the xenon headlights.
