Passat 1.9 TDI No Power

Hi,

My brother bought a passat tdi 130 (2001), but its got no power in between 2k-3k, after that its ok, but not as it should be.

Did a scan with VCSD, 1 Fault Found:

17965 - Charge Pressure Control: Positive Deviation
P1557 - 35-10 - - - Intermittent

Where would you start with this? Has anybody else had this problem?

sounds like turbo
check vac hoses to the turbo and egr valve and the vac hoses along the bulkhead
check for air leaks on boost hoses and intercooler
checkoperation of variable veins actuator
if all this ok
rebuild/clean turbo

we changed the turbo today, and its made it worse! any ideas where we could have gone wrong?
