Overboost in cold weather

2.0 tdi 140 hp goes into limp mode when the weather is cold.The car is completely warmed up when this happens and i don't push the car very much in the cold because of the summer tires.When i get on my way home it's 10/12 degrees warmer and this doesn't happens at all.
 
Don't forget winter tyres work better below 7 deg. I've never switched to winters in all my years of driving. Might be the vanes sticking, revive is a good cleaner, could be the actuator too

I think that also the actuator is the culprit here.I put fresh expensive diesel and additives 1 hour ago.Will see in the morning on measuring blocks what vcds will say
