Hi need help today while motorway driving a governing speed sign has come on does any one know what this means or something I’ve accidentally switched on many thanks

I’ve found that once I hit 4000 revs the light appears, I park up & switch engine off & restart car it’s gone hit 4000 revs again it appears..having it on does nothing to prevent me driving or picking up speed but I’m finding it annoying & would like to see if it’s a simple fix kind regards Craig
