i was removing my turbo for the umpteenth time and the bolts decided to start removing the inserts before 2 of them snapped their heads. The turbo is off but I need to remove the inserts from the turbo and the bolts from the inserts and they literally won't move!!!! Any suggestions?

Be aware that the OE bolts are not cheap and do not lose the thick washers as they are bonkers money... I would only use OE bolts as a replacement on an OE manifold... they are that design/head and hardness for a reason..
