low end issues

Title is rather vague as i could think of the correct way of describing the issue.

ok so each time the car starts, specifically from cold, the car will have a bit of a lazy turn over at first and then when it doesnt turn over the revs go to around 1300. this goes on for at least 1-2 minutes and then it will go down to 800.

now even when its down to 800, when you give it a burst of the throttle, it will stutter until you go past 2500 which it with then give you a burst of energy.

this also happens when you go along the road, slow down to a junction and then try and drive away.

is this just another pcv issue or is there likely a turbo issue?

and im guessing the turn over is likely the battery needing a fully charge over night?
 
What engine is it ?. Have you checked for fault codes ? Could be a temperature sensor issue, but could also be many other things.
How old is the Battery, they don't last forever ? .
