This is really out of curiosity really as i'm removing my one.

Ive always thought that this was a one way valve but i've read a few times that its just meant to slow the flow down to create a bit of back pressure.

I took my one off and i can blow down both ports.

So what exactly is this meant to do ?

Is it meant to be a one way valve and my one is f***ed?

I bought a brand new one from TPS purely out of curiosity and I can confirm that the new one also blew both ways.

not used one in mine for a long while. Can't confirm if this is sensible or not, but it works for me

it is not a one way valve; the engine is supposed to be able to breath through it. The vacuum source from the inlet manifold draws 'foul' air out from the block breather whilst fresh air is allowed to circulate in through the head from the TIP through the PRV (hockey puck). The air flowing through the PRV into the head is restricted somewhat to maintain the vacuum in the PCV system.
