On my Cosworth I have an electric bilge blower from a yacht shop to blow cold air at my air filter, its connected to a hose under the front bumper and it moves air at 150M3 per hour. There is no way an electric fan will improve the power of your engine. Mine is there purely to direct cold air to ther filter, and cost around £15.
