Data connection/hotspot always active?

Is there a way to set the data connection (hotspot) to permanently on?

I wanted to utilise the cars data sim to connent with the BlackVue dashcam whilst in parking mode but when I switch off the ignition the cars hotspot disappears

Could you use an old phone with a data sim in it? Or one of those little MiFi units.

I'm using a mifi with a PAYG SIM on my BlackVue.

The incar wifi (on the S7) shuts down when the car is turned off, probably to prevent battery drain
