I'd start buy giving the whole area a good clean, that could just be collecting water from somewhere else and then corroding a steel screw as your coolant should not be rust coloured.
Once it's all clean I'd run it up nice and hot and have a feel about for leaks.
Yeah the level is dropping slowly. I cleaned it up this morning to see if I could find the source. The car had been out of use for a couple of months so the rust I think is just where the coolant has been corroding the bolt. I just wonderd what the plastic thing is, a water pump?
