Cigarette lighter light keeps flickering on/off

Hi. As above. The red light keeps flickering and I would like to get at the bulb etc to replace. How are you supposed to remove it ? I’ve tried various of my plastic tools and twisting etc but it seems welded in place. Anyone know the answer? Thanks.

Should be in the main 8V section, not "ebay cars"
